Director of Finance and Information Access & Privacy (IAP) Administrator Ìý

The primary responsibilities of the Director of Finance and Information Access & Privacy (IAP) Administrator include preparing the university’s annual budget; creating and updating financial forecasts and variance analysis; preparing year-end financial statements, notes and Management Discussion and Analysis (MD&A); year-end external audit coordination and oversight; ad hoc financial analyses and coordinating the completion of requests filed with the university under the Freedom of Information and Protection of Privacy (FOIPOP) legislation. This position also oversees the functions and staff of the Bursar’s Office including Student Accounts, Accounts Payable and Procurement, Payroll and General Accounting.

Specific Duties/Accountabilities

The Director of Finance and Information Access & Privacy Administrator is responsible for the following:

  • Preparation and coordination of the university's annual budget with oversight from the Bursar.
  • Preparation of quarterly (or monthly as required) financial statements, variance analysis and financial forecasts.
  • Preparation and distribution of quarterly departmental financial reports to department heads and administrative support staff and meeting with them to discuss.
  • Financial reporting for the Finance, Audit & Risk Committee, Budget Advisory Committee and Board of Governors as required.
  • Coordination and oversight of the year-end external audit, key audit contact.
  • Guest on financial committees - Finance, Audit & Risk Committee; Investment Committee.
  • Member of the Budget Advisory Committee.
  • Financial representative on ad hoc financial committees as required.
  • Assisting the Bursar in drafting and updating new or existing financial and administrative policies.
  • Special projects, ad hoc reporting and financial analysis as required.
  • Direct supervisor of Bursar's office staff including Student Accounts, Accounts Payable and Procurement, Payroll and General Accounting (4 staff members).
  • Preparation and filing of annual charity return with CRA.
  • Preparation and filing of annual CAUBO FIUC report (Canadian Association of University Business Officers Financial Information of Universities and Colleges report).
  • Detailed review of monthly payroll registers and remittances (task sharing with the Bursar).
  • Review and sign off of monthly cheque runs and manual cheque runs.Ìý Signing authority for the university.
  • Review and sign-off on monthly account reconciliations including bank reconciliations.
  • Review of monthly Visa transactions.
  • Evaluating, analyzing and recommending improvements and/or efficiencies to accounting policies and procedures, internal controls and financial reporting systems.
  • Maintaining knowledge of and reports on trends that are critical to the university's financial performance.
  • Communicating with and providing financial support to internal stakeholders such as the senior administrative team, faculty, staff, students, committee members, Board of Governors, etc.
  • Communicating with and providing financial information as necessary to external stakeholders such as the provincial government, Canada Revenue Agency, financial institution(s), other universities, CAUBO, Interuniversity Services Inc. (ISI), etc.
  • Key university contact for all requests filed under FOIPOP legislation.
  • Coordinating the completion of FOIPOP information requests in a timely fashion.
  • Ensuring the university is PIIDPA compliant.

Core Skills required of the successful candidate:

  • An undergraduate degree in business administration or commerce accompanied by a Chartered Professional Accountant designation (CPA, CA; CPA, CMA; or CPA, CGA)
  • 10 years of progressive experience, with at least five years in a leadership role
  • Exceptional attention to detail and analytical skills
  • Excellent time management and organizational skills
  • Ability to multi-task and work in a deadline driven, team-based environment
  • Above average Microsoft Excel knowledge/skills
  • Excellent communication skills (both written and oral)
  • Procurement knowledge is considered an asset
  • University experience is considered an asset
