Abstract
Natural disasters such as hurricanes, floods, and earthquakes can inflict extensive damage to critical infrastructures, have detrimental impacts on coastal communities, and disrupt multi-modal logistics networks. In the immediate disaster response phase, affected communities typically require emergency supplies such as fuel, food, and medicine. With intensifying impacts of climate change, and with concerns over the impacts of large-scale earthquakes especially in Western Canada, there is a need for developing integrated frameworks, approaches, and models to assess vulnerabilities and impacts of such large-scale natural disasters, and to support improvements to strategic disaster preparedness risk management. In this presentation, an overview is given of a multi-disciplinary approach to understand vulnerabilities and impacts of natural disasters, with particular focus on marine transportation assets, multi-modal logistics networks, and disaster logistics to coastal communities. First, a high-level overview of the risk management approach and associated models is made. Then, selected results are presented for the specific context of the maritime transportation system servicing Vancouver Island, BC, under a plausible Cascadia M9.0 megathrust earthquake and tsunami scenario. Finally, various ongoing activities and future research directions are outlined.
